On May 26, 2026, as the international community gears up for the landmark 2026 Korea-Africa Foreign Ministers' Meeting scheduled for June 1, 2026, a powerful consensus has emerged from global civil society: the future of the Korea-Africa partnership must place human health and health equity at its absolute core.
On this historic occasion, Korean Advocates for Global Health (KAGH), alongside a formidable coalition of 7 global civil society networks representing over 1,760 organizations and 750 advocates worldwide, officially submitted a comprehensive Civil Society Policy Recommendation to the Ministry of Foreign Affairs of the Republic of Korea.
Our collective message is clear: We must build a resilient, technology-driven, and value-based health alliance to finally eliminate malaria and secure global health security.
The Urgent Crisis: A 58% Funding Gap Amid Complicating Threats
Today, the global fight against malaria stands at a critical crossroads. The disease continues to claim over 610,000 lives annually and afflicts 282 million people, with a devastatingly disproportionate impact on pregnant women and children under five in sub-Saharan Africa.
Compounding this crisis are the rising threats of climate change—triggering unpredictable outbreaks due to extreme weather—and Anti-Malarial Drug Resistance (AMDR). Despite these compounding challenges, the global response faces a staggering 58% funding gap compared to the resources required by the World Health Organization (WHO).
For the first time in human history, we possess the scientific tools, diagnostics, and next-generation treatments necessary to deliver a decisive blow to malaria. What is missing is the political will and strategic financial mobilization. This is where the Republic of Korea can—and must—step up as a "Global Pivotal State."

The policy recommendation submitted by KAGH and global partners outlines a concrete, action-oriented roadmap centered on a public-private-civil society tripartite partnership:

🌍 왜 지금, 말라리아 퇴치에 주목해야 할까요? 현재 전 세계 말라리아 환자는 약 2억 8,200만 명, 사망자는 61만 명에 달하며, 그 피해는 아프리카의 아동과 임산부 등 취약계층에 집중되어 있습니다. 그러나 현재 글로벌 방역 재원은 WHO 필요액 대비 58%나 부족한 극심한 재정 공백(Funding Gap)을 겪고 있으며, 기존 치료제에 대한 약제 내성(AMDR)과 기후위기라는 복합적 재난에 직면해 있습니다.
이에 KAGH와 글로벌 시민사회는 대한민국 정부가 선언한 '글로벌 책임 강국' 위상에 걸맞게, 새로 지정된 '말라리아 퇴치 신규 시그니처 사업'을 현장에서 성공적으로 꽃피울 수 있도록 [정부-기업-시민사회 삼자협력 중심의 4대 실행 모델]을 제안했습니다.
📌 한국 정부에 요청하는 4대 핵심 실행 제안 1️⃣ 유·무상 연계 패키지 시범사업 신속 추진 기후위기로 급증하는 감염병과 항말라리아제 내성(AMDR) 위협에 대응하여, NGO의 현장 네트워크와 한국의 우수한 기술력을 연계한 전 주기 통합 ODA 모델을 고위험국에 시급히 추진해야 합니다. 2️⃣ 적정기술 '온디바이스 AI 진단' 보급 및 역량 교육 전력과 인프라가 부족한 아프리카 오지에서도 전문가 수준의 정확한 진단이 가능하도록, 적정기술 기반 온디바이스 AI 진단 플랫폼을 핵심 도구로 채택하고 현지 보건요원 교육을 통합 지원해야 합니다. 3️⃣ 미·영과의 전략적 삼각 파트너십 연계 선진 공여국(미국·영국 등)의 재원 불확실성으로 인한 방역 공백을 한국이 주도적으로 타개하여 글로벌 보건 리더십을 확보(외교적 성과)하는 동시에, 수량보증 등 혁신 금융을 통해 K-바이오 기업이 글로벌 조달시장에 안정적으로 진입(산업적 성과)하는 선순환을 만들어야 합니다. 4️⃣ 보건 분야 정례 협력체계 및 ALMA(African Leaders Malaria Alliane ) 연계 강화 한-아프리카 협력을 단순한 경제 파트너십을 넘어 지속 가능한 보건 안보 연대로 확장하기 위해, 보건 장관 및 정상급 정례 협력체를 제도화하고, 아프리카 55개국 정상 연맹인 ALMA와의 파트너십을 통해 가치 중심의 'K-보건 외교'를 선도해야 합니다. |
인류 역사상 처음으로 말라리아 퇴치를 가능하게 할 과학적 도구와 백신, 치료제가 모두 갖춰진 지금이 바로 '최후의 일격'을 가할 때입니다. 말라리아는 기다려주지 않습니다.
